Shunko is co-founder and Managing Partner of Quipu. He is an accomplished international practitioner with extensive experience in trade, investment, public affairs, and international development. He has a proven track-record in delivering successful international projects engaging multiple stakeholders, including C-Suite executives of leading global companies, government leaders, and international financial institutions.

Prior to founding Quipu, Shunko served as Under Secretary for International Trade and President of the National Commission of Foreign Trade of Argentina where he oversaw the country’s international trade policy and strategy. He played a key role in international negotiations (Chief Negotiators’ team of European Union – Mercosur Free Trade Agreement, Japan – Argentina Bilateral Investment Treaty, Brazil – Argentina Double Taxation Treaty, Argentina’s reinstatement into the U.S. Generalized System of Preferences, among others), trade defense cases, trade facilitation (Electronic Single Window), trade promotion (National Export Plan Argentina Exporta), Argentina’s G20 Presidency (Steel Global Forum), and WTO’s Ministerial Conference (MC11 Business Forum).

Previously, as Specialist at the Integration and Trade Sector of the Inter-American Development Bank he led the creation of the Americas Business Dialogue (ABD), a premier private sector-led mechanism for policy consultation in the Western Hemisphere, managed the organization of the II CEO Summit of the Americas (Panama, 2015), a landmark public-private event in the region, and helped the creation of Retina Latina, the first regional online movie platform. Earlier on, he worked at the OECD’s Development Center in Paris, Brazil’s National Development Bank (BNDES) in Brasilia, and the law firm Chadbourne and Parke (today Norton Rose Fulbright) in Washington, D.C, where he joined the project finance, infrastructure, and Latin American practices. He also served as Investment Officer at the Argentine Embassy in Washington, DC.

Shunko is senior advisor to the U.S. Chamber of Commerce and has been Guest Lecturer at Harvard Law School’s Institute for Global Law and Policy (IGLP). In 2018-2019 he joined the World Economic Forum (WEF) Global Future Council on International Trade and Investment.

Shunko holds a Doctor of Laws (S.J.D.) degree from Harvard Law School, M.Sc. in Global Politics from the London School of Economics and Political Science (LSE), a law degree summa cum laude from Universidad de Buenos Aires. He is a Fulbright and Chevening scholar.
