After graduating from Tokyo University of Foreign Studies, he studied at Hitotsubashi University (doctoral program) before joining the Ministry of Education. He held professorships at the Institut d’Etudes Politiques de Paris, Université Paris Nanterre, Université Paris Panthéon-Assas, and Kobe University. He received his PhD from Kobe University.
At the Ministry of Education, he was in charge of research on education policy in France and the EU, and missions to international organizations such as UNESCO and the OECD to communicate Japan’s education policy to the outside world. At the university, he has promoted global governance research on migration as well as EU studies and global politics analysis.
He published Migration Governance in Asia: A Multi-level Analysis, (Kazunari Sakai and Noemi Lanna, eds., Routledge, 2022).
