After working for the Cabinet Office, the Ministry of Internal Affairs and Communications, the Ministry of Foreign Affairs, the Japan Fair Trade Commission, and other central ministries, Yoko joined SmartNews in 2019, a Japanese IT startup that operates the SmartNews news app in Japan and the U.S. She joined KREAB in 2024, bringing extensive experience in information policy, economic security policy, and digital and media literacy.

Yoko is a part-time lecturer at J. F. Oberlin University and participates in the “Risks in Information Space Study Group” organized by the Nakasone Peace Research Institute.

She holds an LL.M. from the University of Tokyo, an MPA from the Kennedy School of Government at Harvard University, and a Ph.D. in Policy Studies from the National Graduate Institute for Policy Studies. Her recent publications include “Recent Developments in Digital Platform Production: Focusing on EU Digital Market Law and Digital Services Law” (2023) and “The ‘War on Terror’ and Japan: The Impact of the Coalition on Foreign Policy” (2018).
