Borja Adsuara

Borja Adsuara is an expert in digital regulation, data protection, intellectual property and public policies linked to technological transformation, with extensive experience in public administration, parliamentary affairs and university teaching.

He served as Director General for the Development of the Information Society in the Government of Spain between 2000 and 2002, Director of the Observatory for Telecommunications and the Information Society, and, between 2012 and 2013, Director General of the public corporate entity Red.es. Earlier in his career, he was parliamentary advisor on Culture and Chief of Staff to the Secretary of State for Culture, and later parliamentary advisor on Telecommunications and the Information Society.

He has contributed to the development of numerous Spanish regulations in the field of Digital Law and was a member of the expert group involved in drafting the Charter of Digital Rights.

He holds a PhD in Law from the Complutense University of Madrid and is a university professor, lawyer and consultant specialising in digital regulation and strategy.
