Rafael has extensive experience in the Spanish Public Administration. He served as Spain’s Minister of Justice from 2014 to 2018, after having held the positions of Secretary of State for Infrastructure, Transport and Housing between 2011 and 2014, and Secretary of State for Justice between 2002 and 2004.

Throughout his career, he has also held, among other positions, those of Undersecretary at the Ministry of Finance, Director General of the Civil Service, and Director General for Personnel and Services at the Ministry of Education and Culture.

Between 2016 and 2019, he was a Member of Parliament for Cuenca in the Congress of Deputies during the 11th, 12th and 13th parliamentary terms, where he also served as Chair of the Interior Committee.

He holds a Law degree from the Complutense University of Madrid and has been a member of Spain’s Senior Civil Service Corps of State Administrators since 1985.
